Actually ice does. Don't know about p-butter; haven't tried that!
Avon's Skin-so-Soft, Used in a local salon and works wonders!!!!!!!
OK, do this. (I've done it before and it works, I promise!)

First use vegetable oil on the gum - or tar, or pitch or whatever. Work that really well into the ickyness. Then use Dawn dish soap to wash it out.

The oil will break the bonds of whatever you've got sticking in there, and the Dawn will break up the oil and release everything.

I've done this with pitch in my hair and on my hands, and creosote on my dog - worked beautifully!!
The very best is peanut butter. The gum slides right out.
Try Ice Cubes, won't hurt the hair and it will make the peanut butter hard and then you can get it out...
Cold ice will help take the gum out of the hair. Let the ice stay on for 10 minutes, then gently comb the gum out.
